Ripple wins final OCC approval for national trust bank
Ripple won final OCC approval for a national trust bank to manage RLUSD reserves and offer custody, adding federal oversight while issuance stays with its New York unit.

Ripple received final approval on Oct. 26 from the Office of the Comptroller of the Currency to establish Ripple National Trust Bank, completing a charter process that began with conditional approval in December 2025. The bank is intended to support Ripple’s dollar stablecoin, RLUSD, and provide fiduciary digital-asset custody.
The OCC’s [public filing record](https://apps.occ.gov/CAS/home/details?FilingID=RjzoD2gxmYOv&FilingSubtypeID=1093&FilingTypeID=2) lists the charter as consummated and effective on Oct. 26.
The approval brings federal supervision to parts of RLUSD’s reserve and custody structure, while the stablecoin’s issuer stays under New York state regulation.
What will Ripple’s trust bank do?
Ripple says the bank is authorized to manage the segregated reserves backing RLUSD, act as collateral trustee for those reserves on behalf of holders, and provide fiduciary digital-asset custody. Those are trust and custody functions, not the services of a full-service retail bank.
The Block reports that national trust bank charters do not permit deposit-taking or lending. That means this approval does not give Ripple a license to offer customers checking or savings accounts or make loans through the new bank.
For institutions using Ripple’s services, the practical change is a federally supervised option for custody and reserve management. Ripple says custody services will be available upon the bank’s opening; its announcement does not give an opening date.
Will the bank issue RLUSD?
No. Ripple’s [announcement of the final approval](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/) says RLUSD will continue to be issued by Standard Custody & Trust Company, Ripple’s New York Department of Financial Services-regulated limited-purpose trust company.
The new bank adds OCC supervision to the regulatory structure supporting RLUSD, while issuance remains with the New York entity. Ripple identifies BNY as RLUSD’s primary reserve custodian and says the stablecoin is backed by U.S. dollar deposits, government securities and other cash equivalents.
What changes for RLUSD holders and customers?
Holders do not get a new issuer or a different stablecoin through this charter. The change is in oversight and the services Ripple can provide: reserve management and collateral trusteeship under the national trust bank, plus fiduciary custody for digital assets.
Ripple said RLUSD had a $2.5 billion market capitalization as of its announcement and was used in its payments infrastructure and as collateral within Ripple Prime. Those are company-reported figures and uses; the approval itself does not guarantee wider adoption or change the stablecoin’s backing terms.
The OCC record confirms the effective date, while operational details such as when the bank begins serving clients were not specified in the announcement.
